Why I receive error "The encoded file X/Y/Z.php has expired or is corrupt."?

The file has been uploaded using ASCII mode and it was corrupted during transfer. Re-upload file(s) using BINARY mode.

Same applies to error message "The encoded file /X/Y/Z.php is not permissioned for x.y.z.k in ".
